Debra Y. Fraser-Howze has been widely honored and recognized for more than three decades of global leadership to communities of color regarding teenage pregnancy, social welfare, and HIV and AIDS. Her signature work led to the establishment of the Minority HIV/AIDS Fund (formerly known as the Minority AIDS Initiative Fund) which since its establishment has directed nearly $1 billion in funding to support those communities that are disproportionately impacted by HIV.


Ms. Fraser-Howze’s public service includes advising two U.S. Presidents while serving on the Presidential Advisory Council on HIV/AIDS from 1995-2001. Today, Ms. Fraser-Howze is the Principal of D. Fraser Associates, LLC, a private
consulting firm advising corporate clients seeking to develop business in new markets, that benefit the public health of communities.

Prior to founding D. Fraser Associates in 2019, Ms. Fraser-Howze was the Senior Vice President, Government and External Affairs at OraSure Technologies (Nasdaq: OSUR), a global leader in the development, manufacturing and distribution of oral fluid diagnostic and collection devices and other technologies designed to detect or diagnose critical medical conditions. In her role, Ms. Fraser-Howze was charged with developing business opportunities in new markets for the company.

She worked with governments worldwide to create public-private partnerships, developed pipeline funding to address
emerging life-threatening diseases, and with lawmakers to ensure resources were available to communities in need of testing and treatment. She also developed external opportunities, leading cross-functional business teams internally and across industries
and with clients, stakeholders, and business partners.
